[vtkusers] GetCellNeighbors Function

I am trying to get cell neighbors for an unstructured grid cell and
encountered some problems.  My questions are:

1. Can you pass in a cellid and get the cells surrounding this
unstructured grid? From user guide, it mentioned that you have to pass
in the points composing a boundary face or edge of the cell.

2. And what is the cellid and ptIds that are supposed to be pass-in into
the GetCellNeighbors Function?
