vtk developers

I have created a vtk-developers mailing list to replace the old vtkdevelop 
list at gsao.gso.med.ge.com. The new list is at 
vtk-developers at public.kitware.com in a few weeks I hope to switch vtkusers 
over as well. The motivaiton for this is that since Matt left gems the 
mailing list is essentially on autopilot without an owner so I wanted to 
switch over before the next problem arises not after.
