[Paraview] Building a distributable development tree

Hi Ben,

If you do an update it shouldn't attempt to install the qch file. Also so
you know, the ParaViewConfig.cmake file doesn't get installed if
PARAVIEW_INSTALL_DEVELOPMENT is turned off.
