You can also take a look at our current issues (https://github.com/cclib/cclib/issues) and pull requests to see what we've been working on. Ideally, we'd like to see if you can contribute something to the project before the proposal, even if it's small.

I also have a lot of experience with Python as most of the projects I have worked on involved Python. Furthermore, I have dealt with JSON before as I have created an application where I had to parse the JSON output returned by the API for useful information.
