Hi Shahab,

I have provided an implementation of QMF (quadrature mirror filter) 
wavelet decomposition and recomposition in ITK (for the application of 
image fusion). I'm not familiar with the particulars of wavelet 
/packets/ but perhaps the QMF filter can get you started:
