[Insight-developers] proposal: remove the gdcm build options from ITK

You can  turn off the ITKGroup_Core.
If you enter the advanced mode from cmake gui ("T"), you can actually turn
on individual modules to build.
Turn on "Module_ITK-IO-GDCM" will enable the build of the module
ITK-IO-GDCM, which will also automatically
trigger the build of  its depending modules (ITK-IO-Base, ITK-GDCM ).

As Brad pointed out, we are still in working progress to move tests from
ITK-IntegratedTest module back to their belonging modules.
