[Insight-developers] ITK Modular: CMake variable question

I think that the distinction should just be between ITKv3 and ITKv4.
ITKv4 is modularized, and I would not want to contaminate the Cmake space
with such fine grained variables.

Perhaps a compromise would be to set the patch version to 4.0.1 for the
modularized version, where the previous alpha was 4.0.0.
