A first pass at collecting Release Notes
has been made here:

Please feel free to add and correct anything
that I may have missed.

Note that we are trying to keep the level of detail to
a medium level, so people actually get motivated to
read it. This is not intended to be a full listing of all
the logs of ITKv4.

Think on the document that you would like to have
at hand when people ask you "What is new in ITKv4"
and you only have 10 minutes to answer...
