[Insight-developers] Moving PAR/REC from Code/Review to Code/IO: Re: [ITK 0005454]: Support Philips PAR/REC image files in ITK

These readers do not have very high test coverage.
itkPhilipsPAR.cxx has almost 1000 lines of uncovered code.
itkPhilipsRECImageIO.cxx is only 65% covered.
