[Insight-developers] Moving nightly start time

Hi All,

As per t-con decision, we will be moving nightly start time for ITK to
something earlier. This should not really affect anybody, except the
changes submitted after the early time will appear on the next day's
dashboard.

During t-con we were considering 9PM EDT. Let me know if somebody things
this is too early (late). I will make the actual change on Monday.
