[Insight-developers] CMake is part of Cygwin

CMake is now part of the distribution for cygwin.   If you need
to use CMake for cygwin, you can now install it from the standard
cygwin setup program.   It is in the Devel category of the setup program.

Cygwin is a UNIX environment, developed by Red Hat, for Windows. It consists of two parts: A DLL (cygwin1.dll) which acts as a UNIX emulation layer providing substantial UNIX API functionality. 
A collection of tools, ported from UNIX, which provide UNIX/Linux look and feel.
