I did look at your outline (as pasted below) and since I am not writing
components myself it is hard for me to comment. But it does system like
there should be some general definition of the component itself upfront. Let
us see what other comments you get and if you don't get any my suggest would
be to start writing your section that way and we can then review it. I would
like to get a draft of as much of the book as possible ready for SPIE.

Outline per Section: Each component section can be organized as follows.

   1. General background
         1. Functional Description  : Use of the component in an
image-guided surgery system
         2. Review  : Review of algorithms and/or systems related to the
component 
   2. Component implementation detail
         1. Component design description
         2. Justification for component design choice.
         3. State diagram for the component
         4. Suggestions for future component extension 
   3. Example programs (or Test programs) demonstrating how the component is
used.
