[IGSTK-Developers] paper for SPIE due Jan 16: outline attached

I have added some editorial changes on top of Stephen's version.

The outline looks like some of our other already submitted materials
with a software bent, perhaps this should be more aggressively aligned
for the domain? I am not as familiar with SPIE as the rest of you so
perhaps that is not a valid comment.

I'm not sure of the distribution of work here, let me know if I can
contribute somewhere...
