[Dart] Deny/Allow Clients in Project.xml

Hi all,

I would like to configure our Dart2-Project such that
only specific clients can submit to Nightly & Continuous
tracks, while the Experimental track should be open to
everyone. I've looked through the Project.xml and didn't
find any info on this.

The Dart.pdf has an item 'HTAccess' in the ToDo-Section,
so maybe it is not supported yet.
