[Dart] Using DART with non-cmake builds and testing

We have a build environment running the Microsoft msbuild and a separate
testing environment using the Mercury tools.  We would like to use DART
as a dashboard rollup mechanism for nightly builds and testing.  I could
not find any documentation on environments that did not use CMake.  Any
suggestions?
