[Dart] install docs

  We've tried to put together a good deal of documentation, sadly, none
of it is on the web.  Instead, it's all in a PDF.  The latest PDF can
always be found here:

	Dart sounds very cool but lacking in docs. Can someone give me
some info as to where to start? And possibly some quick steps as to how
