[Dart] Roles en RelatedTest

At this point, only the administrator role is handled separately from
the other roles.  The other roles may become more distinct in future
versions of Dart.  For instance, the Power user role maybe able to
control certain aspects of a Dart server which  currently only an
administrator can control.
