[Dart] Roles en RelatedTest

Hi Glenn,
 
  Jim Miller did the roles work, so he'll likely respond to the first
part.
 
  We put the RelatedTest table in the schema for future expansion.  One
could imagine a scenario where you would like to review a suite of tests
that may relate to a common feature, and you would like to know if the
feature is working by reviewing all the related tests.
