[Dart] Does DART have display-timezone configuration?

Daniel,

Our DART server machine currently is set on ET (it's an east-cost hosting 
provider), so I believe DART is working ok.

By the looks of it we should just change the timezone on the machine.  (I 
didn't do this originally only because I got sysadmin pushback, but now I'm 
just going to go push back harder.  :)
