[Dart] How to reduce the time window for displayed reports

It did eventually work.  My initial comments came after I had made the 
config changes and saw now changes reflected in the DART report web pages 
within an hour or two.  Sometime later the displays looked as I had 
hoped.  Good stuff.

We are considering open-sourcing our reporting stuff as well as a growing 
set of distributed-test-control tools that we developed at a later 
date.  Right now, we are focused on a mature the core, dispersed-storage 
software systems to a Beta state.

Fyi: we did end up embedding DART client capability directly in our 
software as a loadable module in a couple different applications.  This 
made a lot of things easier for us and was relatively easy to implement.
