[Dart] Nightly build always gets Tag from the day before ?

I don't know the internals of Dart/CMake.

However, "internal" dashboards here at University of Kiel/Germany work 
as expected with:
SET (NIGHTLY_START_TIME
  "00:01:00 GMT"
  CACHE STRING "agreed CVS snapshot timestamp for nightly builds")

and the cron jobs start after 2:00 german local (machine) time.
