[ITK] Configure error of building ITK 4.8.0 with Visual Studio 2015

Hello Yili,

We had good success with the Visual Studio 2015 RC. You may need to update to the latest version of CMake.

Please keep in mind that ITK 4.8.0 was released July 2, 2015 while VS 2015 was release July 20, 2015.

Contributions to address remaining issues with the new IDE are welcome.
