Hello,

Since you do not provide login/password to your proxy, it is stored
elsewhere, either in ~/.netrc or ~/.wgetrc.
Delete these files and you will encounter the same problem.

Try with
  http_proxy=http://your_login:your_password@proxy.name.fr:1234
