[CMake] Do build after GIT_TAG changed in ExternalProject_Add

Does anyone know a workaround for my issue or an alternative approach?

Using ExternalProject would be more convenient than using git submodules.
Instead of specifying the commit in .gitmodules, I would like to do it with
GIT_TAG.
