No, it is not that simple. The path starts with:

/usr/local/bin:/usr/bin:/cygdrive/c/Program Files 
(x86)/Intel/Composer XE 2011 SP1/redist/intel64/mkl:....

so Cygwin's tclsh is definitely found before any other
version.
