[CMake] Different CMAKE_LIBRARY_PATH for Debug and Release builds

cmake --help-command target_link_libraries

Look for "debug" and "optimized" here. If you have Find*.cmake modules 
for your stuff also look at

cmake --help-module SelectLibraryConfigurations
