[CMake] visual studio development setup

See the target property:

 http://cmake.org/cmake/help/v2.8.8/cmake.html#prop_tgt:RUNTIME_OUTPUT_DIRECTORY

And the corresponding variable CMAKE_RUNTIME_OUTPUT_DIRECTORY.
