[CMake] Setting dependencies between libraries (cmake projects)

You are right, I start to mix everything. On this example (and my main
project) it is like that of course the scope is therefore not correct. I
have another project where it is like that and it actually works, which
means I made a mistake before as I couldn't get it working this way before.
