[CMake] CMake/MinGW/Windows XP 32-bit: command line arguments delimited by semicolon?

Looks to me like somebody quoted a ${CMAKE_CXX_FLAGS} reference where they
should not have quoted it...

What does the CMakeLists.txt file look like?
