-static-intel would force tor to static link the intel provided libs.
is clear that you have a silly combination of options.
On one hand you ask to static link the libs on the other hand the shared
libs 
flags are on.

As a note for the the intel modules files developers -i_dynamic is
deprecated 
as version 1 of the intel compilers.
There is a subtle design point for the intel compilers and for other
compilers 
too. they offer usually two levels of linking at shared/static level.
One is related to the "standard" compiler libraries and the other with
the 
user specified libs. Running on clusters, a user may want to static link
the 
first and shared the second. At the moment, as far as I know, cmake does
not 
offer a straightforward way of achieving that.
