[CMake] Why does "make pdfs" build all targets and then warns on "cannot build TODO_pdf"?

Hi all!

In:

After I do "cmake .", I'm getting:

I'm on Linux (Mandriva Linux Cooker), using cmake-2.6.4-3mdv2010.0.src.rpm .
