[CMake] CMAKE_INCLUDE_CURRENT_DIR?

It is supposed to include CMAKE_CURRENT_SOURCE_DIR and 
CMAKE_CURRENT_BINARY_DIR in the *current* directory only.  The current 
source and binary directories are different for every subdirectory.  It 
doesn't pass any values between subdirectories.

Still a bug?
