[CMake] CMake 2.4.7 RC 11

So, at long last I have a new release candidate for 2.4.7.

The Changes in CMake 2.4.7 RC 11  from RC 10  are as follows:

--- RC 11 ----
* Fix bug 5238 for cygwin versioned executables

* Allow for platform choice of executable shared libs install

* Fix @ONLY issues with RC 10

* Add -E make_directory to cmake executable
