I think the following should work (i.e. keep it an env. variable):
DESTDIR=/path cmake -DCMAKE_INSTALL_COMPONENT=Headers -P cmake_install.cmake

It should have the same effect, but I think it doesn't have a big effect on 
make install (since this does only cmake -P cmake_install.cmake).

Just look at the cmake_install.cmake files, they are not that complicated.
