[CMake] Building debian packages using CMake

[Mathieu Malaterre]

Apparently he has had some issue using my implementation. I first
thought it would be nicer to only use 'ar' on *nix to create a debian
package, but according to him dpkg-* tools can also be found on other
linux distro.
So I guess his solution might be more robust in the future ...
