[CMake] Bug in SOURCE_GROUP command?

It seems to be the same (even if the "code files" notion is confusing).
There is some more duplicates for this bug. A quick search gives : 5114,
2231 (second part of the issue)

Not having windows right now I can't test if it fixes the first point of
issue 2231 : empty parent (i.e. no source files assigned) leads to non
created children subdirectories. Could you please have a look at it
(issue 4637 is noticed as a follow up for this one).
