I've just added <CONFIG>_LOCATION to GET_TARGET_PROPERTY in CVS CMake.
You should be able to do

GET_TARGET_PROPERTY(LIBNAME Foo DEBUG_LOCATION)

We'll include this in CMake release 2.4.4.
