[CMake] CMAKE_SKIP_INSTALL_ALL_DEPENDENCY and relinking

Hi,

it seems if relinking needs to happen during install, that although CMAKE_SKIP_INSTALL_ALL_DEPENDENCY is set to TRUE, everything is built before installing. This doesn't happen if there are no libs in the builddir so that no relinking is required.
I guess the relinking has the effect that install has a dependency to relinking, which cause everything to be built, although by setting CMAKE_SKIP_INSTALL_ALL_DEPENDENCY this should have been avoided.

Is this a bug ?
