[Cmake] Targets, Output Files, Command Lines

Hello again,

	I'm having trouble with ADD_CUSTOM_COMMAND for creating a custom
build step in my Cmakefile and by proxy my visual studio project I
generate from it. I think I'm confused how to get the targets and output
files specified correctly. Here is the code I'm currently working
