[Cmake] clarification on ADD_TEST vs EXEC_PROGRAM formats

A quick question out of curiosity:

why does the EXEC_PROGRAM command allow for
      1- Directory to run in
      2- the keyword ARGS to separate Executable from arguments

and the ADD_TEST command does not (based on what the online user guide
describes)?
