[Cmake] TCL_TCLSH

Hi Samuel,

One possible reason why CMake could be looking for Tcl
when you install ITK is that probably you enabled the option
for wrapping Tcl:

       ITK_WRAP_TCL  

please verify if this option is "ON" on your system. If this
is the case, turn it "OFF".
