[Cmake] Precompiled headers with VC++

We pulled the precompiled headers options out of the DSW/DSP because they
were causing so many link problems (the headers were not being recompiled
"only" when they needed to be, sometimes they were built too often, othertimes
they were not built often enough).

There may be able to set the CMAKE_CXX_FLAGS_* and CMAKE_EXTRA_LINK_FLAGS
to turn it back on.

I've been using cmake to create VTK libraries with VC++ and it takes a lot of time to make full
rebuild.
I am wondering how difficult it would be to add "precomplied headers" feature, which can dramatically
decrease the rebuild time?
