Either of these suggestions sound fine. We do need it to be set by

For what it's worth: a long time ago, I introduced IGNORE for exactly
this case. It may be easier to recall what you were trying to do when
the cache line reads "TIFF_LIBRARY:PATH=IGNORE" than
"TIFF_LIBRARY:PATH=".
