[Cmake] CXX environment variables

Hi all

It seems that CMake no longer sets CXX, CC, CXX_FLAGS and CC_FLAGS
during RUN_CONFIGURE. Is this intended behaviour? Is there a
work-around? (Perhaps a method to set the environment variables in the
CMakeLists.txt before doing a EXEC_PROGRAM(configure)?
