[Cmake] Strange

Hey Jim,


I checked in a change for the handling of the IF statement to CVS so that
the ELSE only executes if the IF was not executed. I'd suggest not relying
on this change since it's not in CMake 1.4 patch 3.  It will probably make
it into patch 4 but I currently have no plans to require patch 4 for
building VTK etc. Let me know if it doesn't work correctly etc.
