[CMake-Promote] benchmarking CMake vs. Autotools

I believe a benchmark of autotools + configure vs. CMake would be 
useful, on some largeish set of system probes.  On the other hand, I'm 
using an 866 MHz Pentium III.  It is possible that shells running on 
newer machines might not notice the slowness of Autoconf so much.  
Anyone find Autoconf to be slow on a modern box?  Anyways, I'm not 
volunteering to create such a benchmark right now.  I've got financial 
fires to put out.  But I wanted to make a note of the idea, since 
edit-test speed is something I'm pitching to the OSG guys.  It's 
certainly a valid pitch in the case of my Chicken Scheme work.
