Summary:                    archive_write_header: Can't translate pathname
'bin/教學程式' to UTF-8
Description: 
I met this issue when trying CMake official
tutorial(www.cmake.org/cmake/help/cmake_tutorial.html) step 6, instead of using
the provided source code directly I slightly modified it to contain some
Traditional Chinese strings and filenames.

As my environmnet is indeed UTF-8 (zh_TW.UTF8), I expected this kind of error
won't happen.

Steps to Reproduce: 
1. extract the content of Step6.zip
2. execute `cmake .`, `make` and `cpack -C CPackConfig.cmake` in Step6/
