[cmake-developers] Tests and cmake_minimum_required question

When developing a new feature, we add tests to the test suite.   Some of those tests require CMakeLists.txt with the cmake_minimum_required(VERSION …)/project() commands.   If you are testing a brand new feature, what version number should be used with cmake_minimum_required?
