[cmake-developers] ctest-fix-run-serial topic regressions

I extended the "fix-ctest-regressions" topic and merged it to next.

Instead of just restoring the cost list sort order I restored the actual 
test run order in serial test runs.
I also added a new test "CTestTestSerialOrder" which should prevent 
future regressions regarding serial test order and passes with both 
2.8.12.1 and next.
