Summary:                    CPack DEB generator unable to set user and
permissions in control.tar.gz
Description: 
Though the user and permissions of entries in other tar files can be set via the
environment variable TAR_OPTIONS, this is not observed for the control.tar.gz
file in a generated debian package.
